The freedom of the individual to choose a personal life plan, to act, and to express his or her thoughts. In modern democracies, individual liberty constitutes a set of rights that is both guaranteed by the state and restricted through legal limitations. Mill concretizes the scope of liberty in such domains as “freedom of thought and expression, autonomy in matters of taste and lifestyle, and the freedom of association and assembly.” These freedoms are justified instrumentally as means both to individual self-development and to social progress.
