Mill not only defends negative liberty but also advances a distinct ideal of individuality, praising original life plans formed through trial and error rather than blind conformity to tradition. Individuality is regarded as essential both for the happiness of the individual and for the intellectual and moral progress of society. This emphasis is closely connected, within Mill’s utilitarian framework, to the ideas of character development and the cultivation of a noble character.
