The view that liberty should be understood not merely as the absence of interference but also in relation to an individual’s position within social relationships and institutions. In debates concerning public health and similar issues, it has been argued that a Millian conception of liberty points toward a notion of relational freedom, one that takes into account individuals’ social connections and mutual interdependence. From this perspective, liberty can be exercised without threatening the fundamental interests of others, and certain forms of public intervention may even strengthen the social conditions that make freedom possible. Thus, a more nuanced balance can be established between liberty, the harm principle, and the utilitarian goal of promoting welfare.
