The process through which individuals’ habits, dispositions, and sentiments are cultivated in ways that promote happiness. Mill argues that utilitarian ethics should focus not only on the consequences of actions but also on the development of human character and the “habits of mind and heart.” His emphasis on a noble character and an other-regarding personality identifies the internal capacities that make higher forms of pleasure possible. Character formation thus becomes a structural concept, essential both for the happiness of the individual and for the long-term sustainability of general happiness.
