The ensemble of rationalities and techniques through which the conduct of individuals and populations is directed by governing through their freedoms. In neoliberal governmentality, freedom itself becomes an instrument of governance, as individuals are constituted as subjects who are expected to govern themselves. Consequently, the market, education, and practices of self-care become key sites in which subtle and diffuse forms of power are exercised.
